On November 18, the Son La Provincial People’s Committee organized the contract signing ceremony for the Moc Chau Model Urban Area Project (now Thao Nguyen Ward) with the Consortium of IFT Investment, Finance and Technology Security Joint Stock Company and Ho Tay Urban Investment Joint Stock Company.

Attending the signing ceremony were: Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Nguyen Minh Tien, Vice Chairman of the Provincial People’s Committee; leaders of relevant departments, agencies, and investor representatives.

The Moc Chau Model Urban Area Project in Thao Nguyen Ward has a land use scale of 97.79 hectares, with a population of approximately 5,020 people. Investment in building a synchronized technical infrastructure system with an area of 323,195 m2. Social infrastructure works managed by the government include: Cultural house 1,908 m2, Moc Chau Urban Sports Area 58,222 m2. The investor is responsible for investing in synchronized technical infrastructure for land plots and handing them over to the State and local authorities for management according to current regulations. Social infrastructure works built by the investor for business, exploitation and use include: Tourism works 37,282 m2, 2-5 floors high, construction density 25%; commercial and service works 12,276 m2, 1-10 floors high, construction density 40-60%; school 7,471 m2, 2-3 floors high, construction density 40%; green land and water surface 316,705 m2, the investor proposes to invest, manage and operate without business purposes to ensure a civilized, model urban area. The total number of new residential plots is 1,255 plots, with land area: 220,802 m2, construction floor area 427,847 m2

The total project investment is over 3,676 billion VND. The investment capital source is the investor’s equity and other legal mobilized sources. The contract implementation period is 50 years (calculated from the date the investor is granted the land allocation decision, land lease decision, land use purpose conversion decision). The construction and real estate business implementation period is 15 years (basic construction time 5 years). During project implementation, the investor may be considered for project implementation period extension if meeting conditions according to legal regulations at the time of project implementation.

Speaking at the signing ceremony, the Chairman of the Provincial People’s Committee emphasized: The Moc Chau Model Urban Area Project will contribute to forming an ecological model urban area with synchronized investment in technical infrastructure, social infrastructure and housing according to the approved plan, harmoniously connected with the natural landscape and other functional areas in Thao Nguyen Ward center. The project will be a driving force for development, attracting investment to the locality to gradually build and complete infrastructure in the Moc Chau National Tourist Area, creating a foundation to promote the development of Thao Nguyen Ward according to the approved plan.

The comrade requested the investor to closely coordinate with departments, agencies, and local authorities, dedicating enthusiasm and resources to implement the project ensuring progress, quality, and compliance with legal regulations, contributing to completing urban infrastructure and creating a new appearance for the locality.
