On October 9, the residential construction investment project for the Ministry of Public Security armed forces at land plots OCT1, OCT3 in Xuan Phuong Urban Functional Area, Xuan Phuong Ward, Hanoi officially commenced. Upon completion, the project will provide 818 apartments, contributing to improving housing for officers and soldiers in the Ministry of Public Security.
Attending the ceremony, from the Ministry of Public Security side were Lieutenant General Dang Hong Duc – Deputy Minister of Public Security, Major General Ha Van Tuyen – Director of Construction and Barracks Management Department and representatives of leaders from many units under the Ministry of Public Security; from the Hanoi People’s Committee side were comrade Duong Duc Tuan – Vice Chairman of Hanoi People’s Committee and leaders of many departments.
Speaking at the ceremony, Deputy Minister Dang Hong Duc expressed joy at witnessing the project implementation, while emphasizing this is a very important event. The current housing needs of the Ministry of Public Security force are extremely urgent. The majority of graduates from Public Security schools such as the Security Academy and Police Academy are excellent students, often from localities or families with normal or difficult circumstances. After graduation, young Public Security officers or cadres from localities who are transferred and rotated by the Ministry to work at Hanoi Public Security or the Ministry’s professional departments are facing many difficulties in “settling down” in Hanoi, especially in the context of real estate supply facing many challenges in recent years.
Facing this urgent need, General Luong Tam Quang, Politburo Member, Minister of Public Security has directed the Ministry of Public Security to focus on developing social housing for officers and soldiers. Deputy Minister Dang Hong Duc said that the project was implemented quickly thanks to support from Hanoi City leadership. This assistance is not only for this housing project but also for all related work of the Ministry of Public Security force. Along with that is the companionship of Hanoi City departments, local authorities and people who have accompanied and helped the investor and the Ministry of Public Security force.
“Under the direction of Hanoi People’s Committee leadership, the time from when we started focusing on implementation to the groundbreaking day was only about 6 months. This is unimaginable because previously, implementing a real estate project usually took 5 to 10 years. Completing documents and procedures in 6-7 months has shown great help and support from the entire Hanoi City political system,” Deputy Minister Dang Hong Duc shared.
Facing the urgent housing needs for officers and soldiers, Deputy Minister Dang Hong Duc requested the investor and contractor to focus resources, personnel and equipment to complete the project very quickly and hand it over early. In particular, even though it is social housing, quality requirements must still be ensured, and “below-standard compared to regulations” standards cannot be applied.
At the ceremony, Vice Chairman of Hanoi People’s Committee Duong Duc Tuan also congratulated the Ministry of Public Security, Ministry of Public Security officers and soldiers, and the investor consortium for their active and effective work in organizing the groundbreaking ceremony for this important project. The investment construction project at land plots OCT1, OCT3 in Xuan Phuong Urban Functional Area has a total investment construction scale on an area of approximately 11,021 m². The project includes two 25-story buildings and three basement floors, providing a total of 818 apartments. The project is invested with synchronized infrastructure, modern amenities, aiming to become a model civilized, safe, green, clean, beautiful residential area.
“To complete the project ahead of schedule, ensuring safety and quality, the investor is requested to arrange equipment, human resources, and materials to urgently start construction immediately after the groundbreaking ceremony. The investor needs to continue closely coordinating with city agencies, units and Xuan Phuong Ward People’s Committee, implementing advanced construction measures and solutions, aiming to complete the project ahead of the assigned schedule,” Vice Chairman of Hanoi People’s Committee Duong Duc Tuan said.
Vice Chairman of Hanoi People’s Committee Duong Duc Tuan added that recently, the Working Group on housing development for Public Security officers and soldiers in Hanoi City established by the Ministry of Public Security and Hanoi People’s Committee has been very active and effective. On that basis, Hanoi City has agreed on 26 planning locations with a total land use scale of over 150 hectares, corresponding to approximately 33,363 apartments for investment in housing construction for the Ministry of Public Security force. The goal is to meet the housing needs of the Ministry of Public Security armed forces according to the determined target of 33,750 apartments by 2030.
